What you need to do is recruit a companion iwth the same culture as the settlement, wait for loyalty to reach 25, then build the fairgrounds and dump money into the conatruction. After lvl 1 or 2 you wont need to keep that companion in, the loyalty will maintain well enough to keep building thanks to the fairgrounds.
